The 23-year-old refugee was stabbed three times in the throat while riding a Charlotte train, killed by a man with a long rap sheet and mental health problems.
Decarlos Brown, the 34-year-old killer, had been arrested many times before this savage attack. He was homeless and dangerous, yet somehow still walking our streets. This is exactly what happens when liberal prosecutors and judges go soft on crime.
